Pet Food Label Modernization:  AAFCO vs. PURR

In 2023, the Association of American Feed Control Officials (AAFCO) approved new guidelines for cat and dog food labeling under the Pet Food Label Modernization (PFLM) initiative that are to be fully adopted by brands and states by 2029.  Meanwhile, under the proposed bi-partisan Pet Food Uniform Regulatory Reform (PURR) Act of 2025, the FDA would have regulatory authority over the labeling and ingredient review process for cat and dog food and treats replacing the current inefficient state-by-state approach.  Currently pet food and treat manufacturers must deal with an almost century-old dual regulatory system that is both confusing and expensive.  The PURR Act is meant to cut red tape and streamline the system by granting the FDA sole authority to regulate pet food labeling and marketing.  State feed officials would still perform quality inspections and product registrations.

AAFCO does not support this legislation.  The Pet Food Institute (PFI), whose members produce the vast majority of cat and dog food and treats in the U.S., supports it.  Schedule your FREE Initial Consult to see how our experience and relationships with state and federal officials and regulators help you navigate the complexities and uncertainty.
